AO “Gender-Centru” has received from the International Development Association and the International Bank for Reconstruction and Development, part of the „World Bank Group”, a grant to finance the project “Women’s Empowerment through Gender-Based Violence Response Services” (WEGS), approved under Agreement No. TC0C8205 of 28 May 2025, and intends to use part of these funds to contract audit services.

The WEGS project is implemented by AO “Gender-Centru” in partnership with AVE Copiii and other national stakeholders and proposes a pilot model that provides integrated, survivor-centered services in four target regions of Moldova: Chișinău, Bălți, Cahul, and Ștefan Vodă. The WEGS’ objective is to improve access to specialized and integrated services for survivors of gender-based violence (GBV) and to support their economic empowerment, while strengthening the capacity of government institutions and NGOs to effectively respond to GBV in the targeted communities of the Republic of Moldova.

The consulting services (“the Services”) refers to audit services with the objective of enabling the auditor to express an opinion on the financial statement starting with 1 June 2025 till 31 December 2025, as reflected in the Reporting section in Terms of Reference.

The Consultant will provide the services and provide the documents and reports described in Terms of Reference.

The services are estimated to be performed during up to 4 (four) months. The Auditor will work both in the field and at the office. The Consultant is expected to commence the assignment in April 2026 and continue until the July 2026.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

In this respect, AO “Gender-Centru” invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 edition (“the Regulations”), setting forth the World Bank’s policy on conflict of interest and consulting services. 

The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria:

  • general qualifications – 30 points

Consultants will provide information on the following: core business and years in business, address, contacts, number and country of registration; presentation of services provided, references. In the context of the assignment’s ToRs, Consultants are invited to summarize the relevant technical and financial qualifications of the firm/association/joint-venture.

  • specific experience – 40 points

Consultants will provide information on the consulting experience in the field of the assignment: consulting services for audit services conducted for similar projects, experience in similar conditions. Indicate the most relevant projects that the firm/association/joint venture or any member of a joint venture implemented during the last 5 years. Please include at least a number of 5 projects. Outline the country experience of the firm/association/joint venture/ member of a joint venture.

  • availability of appropriate specialized staff – 30 points

Consultants will provide information regarding the availability of appropriate specialized staff for the assignment. Indicate number of employed staff and freelance collaboration experts and their general and specific qualifications and experience.

Interested consulting firms must provide and certify the following information, indicating the extent to which they are qualified to provide these services:

  • copy of the registration certificate and/or copy of the Extract from the State Register;
  • certificate of incorporation/operating authorization/other equivalent documents showing that the firm/association/joint venture has the main or secondary field of activity of providing audit services;
  • portfolio of similar projects, including references, ascertaining document regarding the fulfillment of contractual obligations, acceptance report, other relevant documents in support of the requirement;
  • copies of balance sheets for the last three years (2025, 2024, 2023)
  • description of tools for carrying out projects;
  • list of key specialized personnel. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection set out in the Procurement Regulations.
