The Women’s Empowerment through GBV Services (WEGS) Project, financed by the Japan Social Development Fund through the World Bank and implemented by AO Gender-Centru, in partnership with AVE Copiii and national stakeholders, introduces a pilot model that delivers integrated, survivor-centered services in four target regions of Moldova: Chișinău, Bălți, Cahul, and Ștefan Vodă.
WEGS aims to improve access to integrated, specialized services for gender-based violence (GBV) survivors and support their economic empowerment, while enhancing government and NGO capacity to address GBV in selected Moldovan communities.
The consulting services (“the Services”) include the role of an Economic Empowerment and Employment Consultant who will be responsible for design and delivery of sustainable economic empowerment initiatives tailored for women survivors of gender-based violence, focusing on recovery, resilience, and long-term livelihood development.
The detailed Terms of Reference (TOR) for the assignment are attached.
The Association “Gender-Centru” invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Minimum qualifications:
- A university degree in Economics, Labor Studies, Social Work, Public Administration, or a related discipline relevant to economic integration and employment promotion.
- A minimum of five (5) years of professional experience in designing, implementing, or managing programs aimed at the economic empowerment or labor market integration of vulnerable or marginalized groups.
- Proven experience of at least five (5) years in working directly with women survivors of gender-based violence (GBV), including in contexts requiring trauma-informed or survivor-centered approaches.
- Demonstrated knowledge of the Moldovan labor market, employment policies, vocational education systems, and entrepreneurship ecosystems, with the ability to translate these into practical solutions for GBV survivors.
- Proficiency in Romanian and Russian and working knowledge of English.
Preferred qualifications:
- Prior experience in facilitating access to micro-finance, small grants, or start-up capital for vulnerable populations, including GBV survivors.
- Familiarity with public-private partnerships, business incubation programs, or employment services for disadvantaged groups.
- Strong interpersonal, communication, and facilitation skills, including experience in delivering trainings or coaching sessions on entrepreneurship, employability, or financial literacy.
- Knowledge of donor-funded program requirements, reporting procedures, and results-based management (RBM) frameworks.
- Commitment to ethical principles, gender equality, and the safeguarding of vulnerable persons.
Duration:
Part-time position (50%) for a period of 46 months, starting in August 2025. The consultant will work from the Gender-Centru office in Chișinău.
A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 edition.
